经贸局党委上半年工作总结

　上半年，经贸党委在县委的正确领导下，高举中国特色社会主义伟大旗帜，坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，认真学习贯彻党的*和县委十一届五次全会精神，围绕县委提出的“工业强县”、“生态旅游名县”和“一个中心、五区并进”的发展战略，坚持改革创新，坚持“四个围绕”，立足机关党的工作实际，按照“实际、实用、实效”的工作思路，全面加强机关党的思想、组织、作风、制度和反腐倡廉建设；深入开展“讲党性、重品行、作表率”、“我为*发展先行”、“树形象、创新业绩”三个专题实践活动，有力促进机关党员干部有效履职、服务经济建设、服务社会发展，较好地完成县委、县政府各项中心工作任务，把经贸系统各项工作推向新台阶。具体做到“七个强化”：

　一、强化思想建设，深入学习贯彻党的*精神

　今年来，各级党组织认真组织机关党员干部认真研读党的*报告、党章，深刻领会和掌握重大理论观点、重大战略思想、重大工作部署，运用各种有效载体，分专题分层次学习，深入贯彻落实科学发展观，教育引导广大党员干部认真学习，全面体会和准确把握科学发展观的科学内涵、精神实质和根本要求，努力推动学习成果的转化和运用，深入开展“解放思想、创新机制”大讨论活动。有力地促进基层党组织和广大党员干部进一步解放思想、创新机制，推动工作取得显著成效。

　二、强化创新载体，开展机关党建“三级联创”活动

　为贯彻落实党的*和县委十一届五次全会精神，全面贯彻落实科学发展观，加强机关党的执政能力建设和先进性建设，不断增强机关党的建设的生机与活力。根据上级的要求，党委向各党（总）支部下发《*县经贸系统党建工作责任书》，同时系统党委认真制定开展党建“三级联创”活动的实施方案，并以党委11号文件下发到所属各党（总）支部，广泛开展“争先创优”、“党员先锋岗”等创先活动。为加强对经贸系统党建“三级联创”活动的领导，成立系统党建“三级联创”活动领导小组，对全系统“三级联创”活动进行指导、检查和协调，确保活动深入、扎实、有效地开展，并取得显著成效。在纪念《中国共产党党和国家机关基层组织工作条例》颁布实施十周年之际，党委组织竞赛代表队参加县直机关纪念《条例》颁布实施十周年知识竞赛活动。

　三、强化从严治党的方针，扎实推进机关党风廉政建设

　上半年，党委认真组织广大党员干部学习中纪委十七届二次全会精神、胡锦涛总书记的重要讲话精神，全面贯彻落实县纪委全会精神，继续深入贯彻《建立健全教育、制度、监督并举的惩治和预防腐败体系实施纲要》，深入开展理想信念、党的优秀传统、社会主义荣辱观和廉洁自律教育，筑牢拒腐防变的思想道德防线。同时，根据县委、县纪委和中央、省、市、县廉政工作电视电话会议及全县预防惩治腐败工作会议精神的要求，党委认真制定下发经贸系统纪检、监察、信访工作意见和党风廉政建设工作意见，并向各党（总）支部颁发党风廉政建设责任书，在全系统认真开展百名领导干部讲廉政党课教育活动和继续开展民主评议政风行风活动，要求全体党员干部要严于律巳，警钟常鸣，要深刻领会党的*关于加强反腐倡廉建设的重要论述，要充分认识反腐倡廉在党和政府自身建设中的重要地位和作用，要坚持标本兼治、综合治理、惩防并举、注意预防的方针，从源头上拓展防治腐败工作领域，进一步建立健全惩治和预防腐败体系建设，为保障和促进我县在海西建设中奋力先行做出新贡献。

　四、强化综治稳定工作，认真构筑和谐社会

　今年来，根据县委、县政府《20*年*县党政领导社会治安综合治理工作责任书》的要求，经贸党委下发《*县经贸系统20*年社会治安综合治理工作意见》，并向系统各单位颁发《*县经贸系统党政领导社会治安综合治理责任书》，认真贯彻落实好中央、省、市、县关于维护社会稳定工作电视电话会议精神，认真组织开展“迎奥运、保稳定、促和谐”和“矛盾排查调处年”活动，为加强对这项工作的领导，党委及时调整充实经贸系统社会治安综合治理工作领导小组。深入开展创建“平安*”、“平安单位”和“平安企业”活动，热情接待来访群众，及时调处群众信访件。认真开展安全生产排查隐患专项治理工作，较好地实现全系统“无集体超级上访、无刑事案件、无重大安全生产责任事故”的良好态势，切实维护我县社会经济和谐稳定的大好局面。

　五、强化党的自身建设，积极发展党员

　上半年，为加强党的组织建设，新一届系统党委及时调整充实党委领导班子，新增党委委员7名。同时给予配齐配强基层党组织领导班子，共新任总支书记1名，支部书记2名，支委3名，发展党员3名，按时转为正式党员9名。目前，全系统有11名入党积极分子在继续接受教育培养。1-6月份，全系统共缴纳党费9456元。

　六、强化献爱心，积极开展抗震救灾活动

　四川汶川大地震，牵动着全系统党员干部职工的心，大家积极响应中组部、县委、县政府的号召，踊跃向灾区捐款捐物，奉献一份爱心，据不完全统计，全系统广大干部职工共捐款86132元，另有321名党员捐献特殊党费87980元，全系统共计向灾区捐款174112元。

　七、强化服务大局，认真做好“两节”各项准备工作

　为迎接首届“福建土楼（*）、魅力*”文化节和“漳州市第二届旅游节”在我县隆重举行，全系统广大党员干部职工上下齐动员，以主人翁的热情积极投身到“两节”的各项准备工作中去，完成好县委、县政府交办的各项相关准备工作，下大力气整治迎宾大道的环境卫生工作，领导亲自督查，各责任单位投入大量的人力、物力，确保整治工作的圆满完成。据统计，全系统12个责任单位共投入整治资金14430元，清除土方100立方米。在“两节”期间，县经贸局还负责筛选全县奠基剪彩观摩项目，布置和监管“两节”中心会场，联合县效督办督查全县奠基剪彩观摩项目会场的布置，使“两节”期间各项工作顺利圆满完成。

　半年来，经贸工作获得了县委、县政府的充分肯定，全系统在“七·一”期间受到县委、县直党工委表彰的先进基层党组织6个，优秀共产党员10名，优秀党务工作者4名。
