林业局长述职报告
一年来，在上级党委、政府的正确领导和林业部门的大力支持指导下，自己和全体班子成员一道，组织带领林业系统的广大干部职工，奋力拼搏，开拓进取，圆满完成了县委、县政府及上级林业部门下达的各项目标任务，为加快我县林业发展奠定了坚实的基础，为推动县域经济健康、持续、快速增长作出了积极的贡献。今年以来，自己同全体班子成员以邓小平理论、“三个代表”重要思想和十六大精神为指导，认真贯彻落实《中共中央、国务院关于加快林业发展的决定》，精心组织和带领广大干部群众，紧紧抓住今年降水多、墒情好的有利时机，广泛宣传，科学规划，扎扎实实开展了以退耕还林、天保工程、“三大”绿化工程、通道绿化和景区绿化为重点的造林绿化和以林政资源管理、森林防火、病虫害防治、封山育林为主的森林资源保护活动，取得了较好成效。完成退耕还林8万亩，是任务万亩的111；完成大田育苗5800亩，是任务5700亩的102，完成容器育苗1080万袋，是任务1000万袋的108；完成义务植树及村庄四旁绿化212万株，是任务200万株的106；完成通道绿化新栽公里，是任务50公里的，补栽公里，是任务150公里的105；乱砍滥伐林木、非法占用林地案件的查处率达到100；森林防火、病虫害防治等各项责任目标均超额或圆满完成了各级下达的任务。在全年林业工作整体推进，取得全面发展的同时，全县林业十项重点工作建设也取得了新突破，开创了新局面。
一是“三大”绿化工程建设取得了新突破。快速通道绿化按照“一沟、一坡、一树种”的构思和“组团式”栽植原则，结合退耕还林将收费站以西300米范围内全部绿化，绿化面积3000余亩。高速公路沿线的8个乡镇在对去年已绿化的每侧30米绿化带进行全面补植补造的基础上，把沿线两侧可视范围内的坡耕地和荒山荒地结合退耕还林全面规划，全部绿化，绿化里程公里,面积14800亩。沿黄河滩涂在去年绿化7000亩的基础上，今年又统一规划，全面绿化，连片面积达万亩。
二是退耕还林工程取得新突破。在认真搞好《退耕还林条例》宣传的同时，强力抓好补植补造和新造林工作，精心打造包袋工程，搞好政策兑现，加强档案管理。由于狠抓各项措施的落实，陕县林业局及本人分别于今年11月份被三门峡市政府授予先进单位和二等功。
三是天保工程取得新突破。今年严格抓好天保工程建设，加强资金和护林员管理，加大项目实施力度，认真落实封山育林措施，在4月份检查中，我县在全省通报表扬。
四是通道绿化取得新突破。各乡镇按照县下达任务，组织好补植补造，实施好新栽任务，按照“挖大坑，换好土，栽大苗，浇足水，盖地膜，涂白灰”的要求，确保成活，实现了新突破。
五是项目造林取得新突破。有关乡镇按照县里的统一规划，对世行、亚行等工程项目造林，精心组织实施，完成世行项目8600亩，亚行3600亩，造林质量较以往明显提高。
六是林业育苗取得新突破。县苗圃、各乡镇都坚持“部署抓早、面积抓实、机制抓活、品种抓优”的原则，实施定点育苗、定向育苗和规模育苗，围绕退耕还林、通道绿化和城镇绿化，优化树种、品种结构，提高了技术含量，为重点工程建设提供了优质壮苗。

八是全民义务植树活动深入开展。县政府印发了政府令，颁布了陕县义务植树办法，组织县直机关、厂矿企业96个单位120xx余名干部职工先后在硖石三道沟、宫前四道沟及人民公园、黄河滩涂开展义务植树活动，建设义务植树基地4500亩。
九是森林资源清查工作卓有成效。为搞好森清工作，县成立领导小组，下发了实施意见，聘请了专家对技术人员进行了培训。在调查过程中，克服了“非典”疫情的影响，按期保质保量完成了任务，县林业局被省政府评为先进单位。
十是森林防火工作再创佳绩。面对去冬今春以来严峻的防火形势，认真落实森林防火责任制，加强扑火基础设施和扑火队伍建设，做到严阵以待，严防死守，确保了森林防火工作万无一失。

回顾一年来的工作，虽然取得了一定成绩，但也存在一些不足之处，主要是由于工作繁忙，思想政治理论学习不够，领导水平和自身素质提高较慢，工作上科学安排、统筹兼顾还不到位，有待于在今后的工作中认真加以改进。明年及今后一个时期将是我县林业建设实现跨越式发展的关键时刻，我将高举邓小平理论伟大旗帜，认真实践“三个代表”重要思想，在县委、县政府的正确领导下，与时俱进，开拓创新，为实现全面建设小康社会的宏伟目标作出积极的贡献。
