物价局创建文明单位情况汇报

　20111年以来，我局紧紧围绕县县委、县政府的中心工作，坚坚持把“政府关心的，群众关关注的，企业需要的”作为工工作的出发点和落脚点，努力力打造“学习型、创新型、服服务型”文明机关，实现了服服务质量的全面提高、办事效效率的全面增强、部门形象的的全面提升、内部环境的全面面改善。一年来，我局相关股股所先后获省、市价格部门““先进集体”，现将一年来的的创建情况汇报如下：

　在创建工作中，我们始始终坚持重在建设的原则，注注重创建工作的实效性和创造造性，充分调动全体工作人员员的积极性和参与性，努力提提高基础性、经常性创建工作作的质量和水平。

　一是高度度重视党的建设和领导班子的的自身建设，使之成为坚强有有力的核心。我们认识到，一一个单位事业的发展，关键是是要有一个团结协作、与时俱俱进、开拓创新的领导班子。。我们一直高度重视领导班子子的思想建设，坚持在理论学学习中以解放思想来统一思想想，用与时俱进求发展来凝聚聚力量。我局认真组织学习、、贯彻邓小平理论，全面落实实“三个代表”的重要思想。。坚持和完善学习制度。今年年重点学习了十六届五中、六六中全会等精神，坚持把政治治理论学习与社会发展的新形形势相结合，增强精神文明建建设的针对性、实践性和创新新性，提高领导班子的战斗力力和决策力。

　二是加强队伍伍建设，提高全体人员的综合合素质，为创建工作提供良好好的人文环境。我们在创建过过程中，坚持以人为本，强化化全体机关工作人员的思想道道德、职业道德建设，提高法法制意识，建立健全监督管理理机制和考评制度，推行行政政执法责任制。结合物价工作作职能，出台了机关内部管理理制度，制定了首问负责制、、服务承诺制、过错责任追究究制等二十多项效能监察管理理制度，推行挂牌上岗，文明明用语活动，把工作人员的办办事效率、服务质量与物质奖奖励、经济处罚相结合考核，，引入了竞争机制，将各项工工作纳入了全方位的科学管理理轨道。我们在创建工作中始始终把加强学习、内强素质作作为首要任务，努力为文明单单位创建工作提供良好的人文文环境。开展了学习型机关建建设活动，营造了一种浓厚的的学习氛围。一方面我们加强强了政治理论学习，努力提高高干部职工的政治素质。组织织机关广大党员干部深入学习习贯彻“三个代表”重要思想想、党的十六届五中、六中全全会精神、社会主义荣辱观等等。另一方面我们始终把业务务学习作为工作重点来抓。进进入新时期，不断提高素质和和更新知识是应对挑战的根本本途径。因此，我们对全体干干部提出了“懂经济、谙国情情、谋大事、善学习”的要求求，把学习列入考核重要内容容。要求每个同志都要重视学学习、勤于学习、当好学习表表率，不断拓展知识面，调整整知识结构。针对物价队伍的的特点制定完善了业务学习方方案。目前，我局有6人取得得了全国价格鉴证师资格。

　5名政风监督员、55名价格义务监督员，以提高高行政执法的透明度和公正性性，使全局上下形成秉公执法法、清政廉洁、勤政敬业的良良好作风。

　近年以来，我局先后采取取多种形式，开展群众性创建建活动，把精神文明建设变成成每个干部职工的自觉行动，，形式多样的开展职业道德、、社会公德、家庭美德教育，，要求每个工作人员在创建文文明行业时，必须自己首先做做文明人。广泛开展了“文明明职工”、“文明股室”等评评比活动，建立了共产党员先先锋示范岗，每位干部挂牌上上岗，职责上墙，在全局倡导导文明规范用语。通过每个股股室、每个公民的具体行动展展示我局的文明风貌。开展““八荣”、“八耻”

　三、、创建工作推动物价工作迈向向新台阶

　在开展创建文明单单位活动的同时，为促进我县县经济发展，结合全县经济发发展战略，我局积极探索物价价工作新领域，履行好“定规规则，当裁判，搞服务”的职职能，把服务人民、崇尚科学学、团结互助的精神溶入到工工作中，努力做好物价工作，，取得了显著的经济和社会效效益。

　（一）开展收费年审审，规范收费行为

　为进一步步完善收费管理制度，全面落落实上级各项收费政策，根据据收费管理权限，对涉及全县县行政事业性、经营性收费部部门的收费项目和收费标准进进行了严格的审查核准。在《《收费许可证》管理方面，严严格落实明令取消的收费项目目和降低的收费标准政策。做做到“三不上证”即：上级明明令取消的收费项目不予上证证；不具备收费资质的不予上上证；不在收费管理目录之内内的收费项目不予上证；三项项措施确保了收费政策的严肃肃性。

　（二）开展成本监审审，完善价格决策行为

　加强强新建商品房销（住宅）预（（销）售价格备案工作。为强强化房地产价格调控，规范商商品房销售行为，保持商品房房价格的稳定，引导房地产价价格合理形成，维护商品房购购销双方当事人的合法权益。。要求开发商企业履行价目表表和明码标价书备案手续，实实行销售价格登记备案制度，，确保我县房价的相对稳定。。

　大力开展调研，针对重点点、热点价费问题，深入开展展调查研究，组织制定了粮、、油、肉、蛋价格预警方案；；及时对生猪生产及猪肉供应应情况调查；配合国家发改委委和省物价局对我县小麦收购购价格情况调研。并对相关问问题存在的原因和影响进行了了全面深刻的分析，提出了行行之有效的对策及建议，受到到上级部门的重视和好评。

　（三）加大违价案件检查力度度，维护群众利益

　就群众关关注的“看病贵”、“收费不不透明”等热点问题，上半年年共检查乡镇卫生院22家，，一体化管理的村卫生室577家，社区卫生服务机构7家家，纠正了存在的收取一次性性材料费、出诊费和无收费许许可证收费、药品价格公示不不规范等问题，巩固了药品““零差率”成果；对驻城医疗疗机构进行专项检查，查出违违规金额79万元；整顿定城城34家社会零售药店，纠正正了其明码标价不规范行为。。

　3月16日前后，在我县县出现食盐抢购导致市场供应应紧张，个别商户趁机乱涨价价情况下，我局协调盐务部门门组织调运，妥善解决供应，，并提醒告诫各大超市等经销销商严格执行食盐价格政策。。同时，加大市场巡查力度，，对不执行政府定价、囤积居居奇、哄抬价格的违法行为依依法从严查处，并在各大超市市等经销商门口张贴告示，对对抢购群众做好说服工作，消消除恐慌心理，倡导理性消费费，稳定了食盐市场购销秩序序。此举受到政府的恳定和好好评。

　5月1日既是刚刚颁布的《安徽省价格条例》》正式施行的日期，也是《中中华人民共和国价格法》颁布布十三周年和“12358””举报电话开通十周年纪念日日。5月8日在省物价局统一一部署下，我局在阳光广场开开展了一系列形式多样、内容容丰富、影响广泛的普法宣传传教育活动，活动中：制作过过街横幅两条、宣传板两块、、设立投诉、咨询、宣传台，，印发500份价格和收费的的有关法律、法规和居民必需需品中的水、电、气价目表等等宣传材料现场散发给群众，，使得普法宣传教育活动收到到良好的效果。

　价价格认证工作取得全面进步
